This standard details definitions, methods of measurement, and
\nminimum performance requirements for 800 and 1900 MHz wireless base
\nstations. Unless otherwise stated, the same requirements apply to
\nboth 800 MHz and 1900 MHz digital operation. These standards share
\nthe purpose of the other parts of TIA\/EIA-136 (and subsequent
\nrevisions thereof) of assuring that wireless systems in conjunction
\nwith their base station equipment provide service to any mobile
\nstation (MS) that meets the compatibility requirements of
\nTIA\/EIA-136.<\/p>\n
Additionally this standard details definitions, methods of
\nmeasurement, and minimum performance requirements for 2 GHz
\nwireless base stations. Unless otherwise stated, these requirements
\napply only to digital operation, within the regulatory mandates of
\nthe European Union "Electromagnetic compatibility and Radio
\nspectrum Matters (ERM); Base stations (BS) and user equipment (UE)
\nfor IMT-2000 Third General cellular networks; Part 8: Harmonized EN
\nfor IMT-2000 TDMA Single Carrier (UWC 136) (UE)" covering essential
\nrequirements of article 3.2 of the R&TTE Directive. These
\nstandards defined herein share the purpose of assuring that
\nwireless systems in conjunction with their base station equipment
\nprovide service to any mobile station (MS) that meets the
\ncompatibility requirements of TIA\/EIA-136 operation within the IMT-
\n2000 frequency band allocation;<\/p>\n
Compatibility, as used in connection with these standards is
\nunderstood to mean: wireless systems with their associated base
\nstations are capable of placing and receiving calls with any mobile
\nstation. Conversely, any mobile station is capable of placing and
\nreceiving calls in the cellular system via the base station
\nequipment.<\/p>\n
To assure compatibility, it is essential that both radio-system
\nparameters and call26 processing parameters be specified. The
\nspeech-filtering, modulation, and RF-emission parameters commonly
\nencountered in analog cellular systems have been updated as well as
\ncontaining unique capabilities associated with digital systems and
\nexpanded to reflect the radio plan upon which these wireless
\nsystems are based. The sequence of call processing steps that the
\nmobile station and base station (BS) execute to establish calls has
\nbeen specified in other parts of TIA\/EIA-136 along with the digital
\ncontrol messages or analog signals or both that are exchanged
\nbetween the two stations.<\/p>\n
Although the basic purpose of cellular telecommunications has
\nbeen voice communication, evolving usages (e.g., data) may allow
\nthe omission of some of the features specified herein provided that
\nthe system compatibility is not compromised.<\/p>\n
This part concentrates specifically on the base station radio
\ntransmitting and receiving equipment; it covers the MSC and the
\ncell-control equipment only to the extent that compatibility with
