Inspection and maintenance (I/M) programswere required under Sections 110 and 172 of theClean Air Act Amendments of 1970 for states thatwere unable to meet ambient air quality standardsfor ozone or carbon monoxide (CO). Yet, by 1977only four states had I/M programs: Arizona, California,New Jersey, and Oregon. Amendments tothe Clean Air Act in 1977 required that statesadopt I/M programs if the 1979 revision to thestate implementation plan did not project attainmentof ambient ozone and CO standards by 1982.A number of additional states implemented I/Mprograms at that time. By 1991, 101 urban areasin 35 states and the District of Columbia maintainedI/M programs. EPA's recent I/M rulemaking[November, 1992] requires I/M programs in 181areas, and 83 of these areas will have to implementan enhanced I/M program.
