This standard provides the specification for the interfaces
\nwhich coincide with the Reference Points "A", "Ater<\/sub>",
\n"Aquater<\/sub>", and "Aquinter<\/sub>" defined in the TR45
\nNetwork Reference Model shown in [18] and Reference Points 27 and
\n48 for Legacy MS Support [19].<\/p>\n

The scope of this standard includes the following topics:<\/p>\n

\u2022\u00a0MSC-BS and BS-BS interfaces:<\/p>\n

\u2014 descriptions of the specified functional capabilities that
\nprovide wireless telecommunications services across the MSC-BS and
\nBS-BS interfaces as defined in the TR45 Network Reference
\nModel;<\/p>\n

\u2014 descriptions of the specified functional capabilities that
\nprovide wireless telecommunications services across the MSCe-BS and
\nthe MGW-BS interfaces;<\/p>\n

\u2014 descriptions of the division of responsibility of the
\nfunctions provided between the BS and the MSC, and between the
\nsource BS and the target BS, without prescribing specific
\nimplementations;<\/p>\n

\u2014\u00a0descriptions of the MSC-BS interface and the BS-BS
\ninterface standards that support DS-41 and cdma2000 systems.<\/p>\n

\u2022 BS-PCF interfaces:<\/p>\n

\u2014 descriptions of the specified functional capabilities that
\nprovide packet data services across the BS-PCF interface;<\/p>\n

\u2014 descriptions of the division of responsibility of the
\nfunctions provided between the BS and the PCF without prescribing
\nspecific implementations.<\/p>\n

\u2022 PCF-PDSN interfaces:<\/p>\n

\u2014 descriptions of the specified functional capabilities that
\nprovide packet data services across the PCF-PDSN interface;<\/p>\n

\u2014 descriptions of the division of responsibility of the
\nfunctions provided between the PCF and the PDSN without prescribing
\nspecific implementations.<\/p>\n

The interfaces defined in this standard are specified by a set
\nof characteristics, including:<\/p>\n

\u2022 physical and electromagnetic parameters;<\/p>\n

\u2022 channel structures;<\/p>\n

\u2022 message types and contents;<\/p>\n

\u2022 network operating procedures;<\/p>\n

\u2022 user data framing and transport.<\/p>\n

Purpose<\/strong><\/p>\n

The purpose is to provide the standard for:<\/p>\n

\u2022 interfacing a circuit switched MSC with one or more BSs,<\/p>\n

\u2022 interfacing an MSCe with one or more BSs,<\/p>\n

\u2022 interfacing an MGW with one or more BSs,\u00a0<\/p>\n

\u2022 interfacing a BS with one or more BSs,<\/p>\n

\u2022\u00a0interfacing a PCF with one or more BSs,<\/p>\n

\u2022 interfacing one or more PDSNs with one or more PCFs.<\/p>\n

This document defines the functional capabilities, including
\nservices and features, of the specified interfaces. These services
\nand features are the defining characteristics that are the basis
\nfor the overall system standard.<\/p>\n

The MSC-BS interface provides telecommunications services access
\nbetween a Mobile Switching Center and a base station. It
\nspecifically represents the demarcation point between the MSC and
\nthe BS which coincides with the Reference Point "A". This point
\nestablishes the technical interface and designates the test points
\nand operational division of responsibility between the MSC and the
\nBS. The MSC and BS interface is defined as the A1\/A2\/A5 interface
\nshown in Figure 2.2-1.<\/p>\n

The MSCe-BS interface provides telecommunications services
\naccess between an MSCe and a BS. It specifically represents the
\ndemarcation point between the MSCe and the BS, which coincides with
\nthe Reference Point 48 [19]. This point establishes the technical
\ninterface and designates the test points and operational division
\nof responsibility between the MSCe and the BS. The MSCe and BS
\ninterface is defined as the A1p interface shown in Figure
\n2.2-2.<\/p>\n

This standard fulfills the following criteria:<\/p>\n

\u2022 supports current [1]~[6], [7] and [10] air interfaces;<\/p>\n

\u2022 makes maximum use of existing standards from the TIA and other
\nsources;\u00a0<\/p>\n

\u2022 promotes reliability enhancement, technical innovation,
\nnetwork product availability, and economic competition;\u00a0<\/p>\n

\u2022 allows connection of various manufacturers' BSs to the same
\nMSC;\u00a0<\/p>\n

\u2022 supports future MSC and BS implementations;\u00a0<\/p>\n

\u2022 allows the separate evolution of MSC and BS technology.<\/p>\n

The BS-MGW interface provides a bearer for traffic between a BS
\nand an MGW. The BS and MGW interface, defined as the A2p interface
\n(Reference Point 27), is shown in Figure 2.2-2.<\/p>\n

The source BS – target BS interface provides for inter-BS
\nsoft\/softer handoffs. It specifically represents the demarcation
\npoint between two BSs which coincides with the Reference Point
\n"Ater<\/sub>". This point establishes the technical interface
\nand designates the test points and operational division of
\nresponsibility between the source BS and target BS. The source BS
\nand target BS interface is defined as the A3\/A7 interface shown in
\nFigure 2.2-1 and Figure 2.2-2.<\/p>\n

The BS-PCF interface provides access between the BS and the
\nPacket Control Function for high speed packet data services. It
\nspecifically represents the demarcation point between the BS and
\nthe PCF which coincides with the Reference Point
\n"Aquinter<\/sub>". This point establishes the technical
\ninterface and designates the test points and operational division
\nof responsibility between the BS and the PCF. The BS-PCF interface
\nis defined as the A8\/A9 interface shown in Figure 2.2-1 and Figure
\n2.2-2.<\/p>\n

The PCF-PDSN interface provides access between a Packet Control
\nFunction and a Packet Data Serving Node for high speed packet data
\nservices. It specifically represents the demarcation point between
\nthe PCF and the PDSN which coincides with the Reference Point
\n"Aquater<\/sub>". This point establishes the technical
\ninterface and designates<\/p>\n

the test points and operational division of responsibility
\nbetween the PCF and the PDSN. The PCF-PDSN interface is defined as
\nthe A10\/A11 interface shown in Figure 2.2-1 and Figure 2.2-2.<\/p>\n

The PCF-PDSN interface definition fulfills the following
\ncriteria:<\/p>\n

\u2022 allows connection of various manufacturers' PCFs to the same
\nPDSN and vice versa;<\/p>\n

\u2022 makes maximum use of existing standards from the Internet
\nEngineering Task Force (IETF) and other sources;<\/p>\n

\u2022 promotes quality of service and accounting information
\nexchange between the PCFs and the PDSNs;<\/p>\n

\u2022 promotes reliability enhancement, technical innovation,
\nnetwork product availability, and economic competition;<\/p>\n

\u2022 supports future PCF and PDSN implementations;<\/p>\n

\u2022 allows the separate evolution of PCF and PDSN
