The primary purpose of this manual is to describe the Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA) and to provide guidance to ICAO Member States, recognized organizations, team leaders (TLs), team members (TMs), subject matter experts (SME) and support staff involved in the planning, preparation, conduct and reporting of USOAP CMA activities.
